Project description 

The Rivers State Government has decided to create a mass transit system for the City of Port Harcourt. The purpose of the system is to alleviate traffic congestion and improve travel times and act as a facilitator of urban redevelopment in line with His Excellency Rt Honourable Rotimi Amaechi’s vision for Greater Port Harcourt to become a World Class City and the Rivers State to continue and expand its role as the oil and gas capital of Nigeria and Africa.  The objective is to create a mass transport system that will meet the highest international standards of technical excellence, harnesses the energy and efficiency of the private sector, has broad social and political acceptance and acts as facilitator of economic growth and urban renewal in line with the Greater Port Harcourt City Development Plan.


Arcus GIBB Nigeria responsibilities 

  • Develop Business Case which included:

– High level demand and revenue forecasting
      – Financial assessment

– Legal and institutional review

– Route and station location review

– Monorail system study

– Development of Operational and Capital Cost models

– Development of a financial model and Business Case

 

  • Design Review of contractor’s submissions
  • Construction assurance monitoring and system development monitoring
  • Progress reporting and documentation
  • Review of Railway Safety submissions
  • Review of Testing and Commissioning submissions
